APPS:  Provox Migration

I have a project in hand to migrate from Provox DCS system to Deltav. What should be the preferable method:

1- Complete replacement with I/O , files and barriers as well.
2- Controller migration by retaining I/O cards , files and termination 

Please advise with pros and cons and difference in expenses in comparision between above two options.
